According to Article 6 of the Constitution, the "Institute" operates under the supervision of the Board of Trustees appointed by the Ministry of Science, Research and Technology.

Powers and Responsibilities of the Board of Trustees
- Approving the internal regulations of the board of trustees;
- Approval of the organizational chart and organization of the "Institute" according to the relevant rules and regulations, this will be applicable after the approval of the Minister of Science, Research and Technology;
- Approval of the financial, transactional, administrative, employment and organizational regulations of the "Institute" (including the regulations of academic missions, scholarships and research opportunities) which will be applicable after the approval of the Minister of Science, Research and Technology;
- Approving the annual and detailed budget of the “Institute” which is proposed by the director of the “Institute” after the approval of the Board of Directors;
- Approving the annual accounts and balance sheet of the “Institute”;
- Approving the method of collection of special revenues and its consumption in compliance with the relevant rules and regulations;
- Approving the receipt of financial aid and facilities from private or institutional entities in compliance with the relevant rules and regulations;
- Proposing the amount of extra compensations for faculty and non-faculty members of the "Institute" to the "Ministry" for approval;
- Determining the payments for teaching, research, writing, translation and similar standards in accordance with the rules and regulations of the "Ministry";
- Proposing the development or dissolution of research or technology groups of the "Institute" to the "Ministry" to legal procedures;
- Examining the annual performance report of the “Institute” as presented by the director of the “Institute” and commenting on it.
